Scranton Council Passes Budget 3-2

Three-to-two, with council members Janet Evans and Bill Courtright casting the pair of "no" votes.  That's the way Scranton Council passed the 2009 budget.  It doesn't grant Mayor Chris Doherty's wish to give $10-thousand pay hikes to Public Safety Director Ray Hayes and Director of Human Resources, Lisa Moran.  The Times-Tribune reports it did increase spending by more than a $100,000.  The budget doesn't need a tax increase or new borrowing.  The vote approved the hiring of an assistant zoning officer, a part-time animal control officer and a couple of housing inspectors.
