W-B Copuncil Works On Budget

Wilkes-Barre Council is nibbling at Mayor Tom Leighton's proposed budget for 2009.  Three ordinances contained in it got the panel's okay...but they're not ready to give their blessing to the whole package.  Council accepted a property tax boost of 23-mills....or an average of $70 a year per taxpayer. An increase of the earned income tax to three percent....and an ambulance fee boost also got okays.
