State Starts Fiscal Year Without Budget



Pennsylvania's new fiscal year began today July 1, without a state budget. Gov. Ed Rendell and Republican leaders have each signaled no breakthrough is in sight. Aides to the governor say no talks are scheduled for today. Budget talks are particularly tough this year because Pennsylvania has an estimated $3.2 billion revenue shortfall.
