JUDICIAL CONDUCT BOARD OWNS UP ON CONAHAN



The Pennsylvania Judicial Conduct Board never investigated any of four complaints about former Luzerne County Judge Michael Conahan. Conahan and Mark Ciavarella face federal racketeering charges.

The Judicial Conduct Board admits the complaints began five years ago.

The Legal Intelligencer says the board failed to refer a detailed complaint to the U.S. Attorney, until 18 months after the fact.

Conahan and Ciavarella face federal charges from Luzerne County 'Cash For Kids,' scandal.  Charges involve payments from contractors in return for placing juveniles in detention at contractor-owned facilities.

Conahan unilaterally ordered closure of the former, county Juvenile Detention Center.  That action occurred, even though state agencies found the facility suitable for juvenile confinement.
